A. Joe Hemphill, Jr. Scholarship

Arthur Joe Hemphill, Jr. was born in Tennessee in 1931, but resided in Buncombe County, North Carolina for most of his life. He was on the Black Mountain, North Carolina police force for many years, becoming its chief in 1970, a post at which he served for five years before moving to the Buncombe County Sheriff’s Department.



Not having children of his own, he and his long-time wife, Mary Rutledge Hemphill, ‘adopted’ numerous children who became very special to them over the years.







Before he passed away in 2009, and in keeping with his love of children, Mr. Hemphill established the A. Joe Hemphill, Jr. Scholarship Fund in order to assist young people in our area attain a higher education.

Eligibility

Scholarships, renewable for three more years, are available to graduating public high school seniors of Western North Carolina’s Charles D. Owen High School, Madison High School, or McDowell High School.

Applicants must be planning to attend North Carolina State University or the University of Tennessee at Knoxville, and intend to study forestry management or environmental science. 

The Community Foundation scholarships will be awarded without regard to age, race, national origin, ethnicity, gender, disability, sexual orientation, political affiliation, religious belief, or any other characteristic protected by law.

Application Procedure

To apply, students must complete an application online.  The application, with required attachments, must be submitted online on or before the deadline.
